THE GOVERNMENT OF THE RUSSIAN FEDERATION RESOLUTION No. 930, as of August 3, 1996, OF APPROVAL OF THE NOMENCLATURE OF NARCOTIC DRUGS, DRASTIC AND TOXIC SUBSTANCES TO WHICH THE PROCEDURE OF IMPORT INTO THE RUSSIAN FEDERATION AND EXPORT OUT OF THE RUSSIAN FEDERATION APPLIES, WHICH PROCEDURE WAS APPROVED BY THE RESOLUTION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION AS OF MARCH 16, 1996, NO.278, AS WELL AS OF APPROVAL OF DRUG IMPORT (EXPORT) QUOTAS (as amended by the Resolution of the Government of the Russian Federation as of July 31, 1998, No.864) The Government of the Russian Federation decrees that: 1. In addition to the Resolution of the Government of the Russian Federation as of March 16, 1996, No.278 “On the Procedure of Import into the Russian Federation and Export Out of the Russian Federation of Narcotic Drugs, Drastic and Toxic Substances” (Collection of Laws of the Russian Federation, 1996, No.13, Article 1350), the enclosed Nomenclature and quotas for narcotic drugs, drastic and toxic substances, including the substances listed in Tables I and II of the United Nations Convention against illegal trafficking of narcotic drugs and psychotropic substances (1988) to which the procedure of import into the Russian Federation and export out of the Russian Federation approved by the said resolution applies, be and hereby are approved. 2. Permanent Drug Control Board of the Ministry of Public Health and Medical Industry of the Russian Federation are to make suggestions to the Government of the Russian Federation as to supplementing the nomenclature approved by this Resolution as and when necessary and in accordance with the applicable procedure. Notes. 1. The procedure approved by the Resolution of the Government of the Russian Federation as of March 16, 1996, No.278, also applies to all substances and materials of the specified nomenclature specified in the lists of the Permanent Drug Control Board of the Ministry of Public Health and Medical Industry of the Russian Federation, as well as to their dosage forms irrespective of trade names and synonyms. 2. The nomenclature does not include narcotic drugs specified in List 3 of the Permanent Drug Control Board of the Ministry of Public Health and Medical Industry of the Russian Federation, whose sowing, growing, industrial using and applying to people are forbidden in the Russian Federation. They cannot be included in drug handbooks and State Pharmacopoeia. 4. Legal persons importing and exporting narcotic drugs, drastic and toxic substances specified in the nomenclature, besides the trade names (synonyms) of such drugs and substances must indicate their nonproprietary international names.
